Economic and fiscal programme 2010 - 2012 PDF Print E-mail

Following the requirement of the European Commission from September 2009 the relevant institutions in BiH have prepared the Economic and Fiscal Programme for 2010 (EFP 2010). Programme of this year is the forth one submitted to the European Commission but it is also the first one after the Stabilisation and Accession Agreement was signed in June 2008 and the Interim Agreement came into force. The Economic and Fiscal Programme is considered to be a preparation for the Pre-Accession Economic Programme (PEP) which is a compulsory document for candidate countries for EU membership, particularly as a preparation for the revised Lisbon Strategy and the Convergence Programme upon accession.

 

As it was done in the past years, the EFP 2010 has been designed based on a special methodology submitted by the European Commission with the purpose of easier comparison with other countries. Since the previously submitted document is taken as the basis, there was no need for detailed description of policies which have remained the same as to the Economic and Fiscal Programme developed last year. Nevertheless, the outcomes will be comparable with planned trends and objectives, though some unexpected economic developments and policy changes will be explained.

 

The activities on the development of the Economic and Fiscal Programme for 2010 were coordinated by the Directorate for Economic Planning in line with its authorities. The programme was designed based on the attachments submitted by the relevant institutions and it was reviewed and approved by a working group. The Working Group was established in accordance with a conclusion made at the session of the Council of Ministers of Bosnia and Herzegovina held on 6 November 2009 in order to conduct professional editing of documents and develop the final version of the Economic and Fiscal Programme for 2010. As per the aforementioned conclusion, its work involved representatives – experts of the Ministries of BiH Council of Ministers, experts of the Entity Ministries and Brčko District, Directorate for Economic Planning and Directorate for European Integrations. Finally, the Economic and Fiscal Programme for 2010 was adopted by the BiH Council of Ministers at its session held on 30 December 2009.
