BOSNIA AND HERZEGOVINA
The Economic Reform Programme of Bosnia and Herzegovina 2025-2027 is one of the most important documents in the economic dialogue with the EU, i.e. the fulfillment of the economic criteria in the section of the “fundamentals” for EU membership. According to the EC Report from 2024, BiH is in the early stages of preparations for establishing a functioning market economy as one of the economic criteria for EU membership. On 21 March 2024, the European Council decided to open negotiations on the accession of BiH to the European Union, and the implementation of the ERP BiH will have additional significance in monitoring progress in this process.
As a candidate country for admission to EU membership, and as part of the pre-accession process, Bosnia and Herzegovina annually prepares the Economic Reform Program of BiH (ERP BiH). ERP BiH is a strategic document for the coordination and planning of economic policies, the management of reforms that are considered as key to improving competitiveness, encouraging new job opportunities and social inclusion as well as for meeting the economic criteria in the pre-accession process.
The Economic Reform Program of Bosnia and Herzegovina 2023-2025 was created in accordance with important events both within BiH and in the international environment. The exit from the crisis caused by the pandemic and the elections held in BiH gave indications of a more peaceful period in which we will focus on sustainable economic development and addressing the remining obligations on the way to the EU.
After the EC established in its regular annual report in October 2021 that it had managed to preserve macroeconomic stability during the pandemic, BiH prepared its eighth Economic Reform Program in limited conditions.
